Important Reminder: PennDOT Secure Forms Handling Requirements

The Pennsylvania Department of Transportation (PennDOT) has issued an important reminder to all authorized agents regarding the proper handling and distribution of secure forms. As notaries and professionals who frequently work with vehicle-related documents, it's crucial to understand these requirements to maintain compliance and avoid potential penalties.

What Are PennDOT Secure Forms?

PennDOT secure forms are protected documents used for vehicle title and registration transactions. These include, but are not limited to:

  • MV-1 (Application for Certificate of Title)
  • MV-4ST (Vehicle Sales and Use Tax Return/Application for Registration)
  • MV-120 (Application for Corrected or Duplicate Title)

Critical Compliance Requirements

PennDOT has emphasized that authorized agents are strictly prohibited from:

  • Giving secure forms to customers
  • Loaning secure forms to issuing agents, notaries, or any other person
  • Selling secure forms to unauthorized parties
  • Providing completed secure forms directly to customers to bring into PennDOT

Proper Submission Procedures

If you are an authorized agent who needs to submit secure forms such as the MV-1, MV-4ST, or MV-120 for title and registration processing, you have two approved methods:

1. PennDOT Authorized Messenger Service

Use a PennDOT-approved messenger service to deliver the forms.

2. U.S. Mail

Send forms via mail to:

Bureau of Motor Vehicles
PO Box 68591
Harrisburg, PA 17104

Consequences of Non-Compliance

This is not just a suggestion—it's a contractual obligation. Violating these secure form handling procedures constitutes a direct breach of Paragraph 17(2) of the Agent Services Agreement (ASA) and may result in:

  • Three (3) month suspension of an agent's Certificate of Authorization
  • Potential additional penalties or sanctions

Why This Matters

These restrictions exist to maintain the integrity and security of Pennsylvania's vehicle title and registration system. Secure forms contain sensitive information and must be handled through proper channels to prevent fraud, unauthorized alterations, and other security risks.
