Pennsylvania Vehicle Registration Fee Updates - Act 89 Changes for 2025

Act 89 of 2013, signed into law on November 25, 2013, continues to play a pivotal role in shaping Pennsylvania's transportation future. This legislation represents a significant investment in public safety, commerce, job creation, and sustainable funding for the state’s transportation needs—all without burdening future generations. As part of its biennial updates, Act 89 adjusts various sections of Title 75 based on the Consumer Price Index (CPI). The 2025 adjustments, effective April 16, 2025, bring changes to vehicle registration fees across multiple categories.

Here’s a detailed breakdown of the updated fees under Act 89:

Key Adjustments to Vehicle Registration Fees

Passenger and Motorcycle Registrations

Retired Persons Processing and Processing Fee in Lieu of Registration Fee: Adjusted from $11 to $12 (Section 1901).
Passenger Vehicle Registration: Increased from $45 to $48 (Section 1912).
Motorcycle Registration: Adjusted from $24 to $25 (Section 1914).
Motor-Driven Cycle and Motorized Pedal Cycle Registration: Increased from $10 to $11 (Section 1915).

Motor Homes

Class 1: Increased from $83 to $88.
Class 2: Increased from $116 to $123.
Class 3: Increased from $149 to $158 (Section 1913).

Trucks and Truck Tractors

Registration fees for trucks and truck tractors (Class 1 through Class 25) have been updated. These changes also affect fees for farm vehicles, commercial implements of husbandry, and farm equipment dealer registrations, as they are based on CPI. Motor Buses and Limousines

Seating Capacity Up to 26 Seats: Increased from $16 to $17 per seat.
Seating Capacity 27 to 51 Seats: Adjusted from $414 plus $21 per seat beyond 26 to $440 plus $22 per seat beyond 26.
Seating Capacity Over 51 Seats: Increased from $954 to $1,013 (Section 1917).

School Buses and School Vehicles

Adjusted from $42 to $45 (Section 1918).

Trailers

Class 2 Trailer Registration: Increased from $14 to $15.
Class 3 Trailer Registration: Adjusted from $43 to $46.
Permanent Trailer Registration: Increased from $210 to $223 (Section 1920).

Recreational and Cargo Trailers

Class 1: Increased from $14 to $15.
Class 2: Adjusted from $41 to $44.
Class 3: Increased from $108 to $115.
Permanent Registration: Adjusted from $506 to $537 (Section 1920.1).

Special Mobile Equipment

Adjusted from $66 to $70 (Section 1921).

Farm Vehicles and Implements of Husbandry

Implements of Husbandry Registration: Increased from $33 to $35 (Section 1922).
Farm Vehicle Certificates of Exemption:

Type A and B: Adjusted from $31 to $33.
Type C: Increased from $64 to $68.
Type D: Adjusted from $128 to $136 (Section 1924(b)).

Ambulances, Hearses, and Taxis

Adjusted from $98 to $104 (Section 1925).

Messenger Services

Annual Registration Fee: Increased from $246 to $261 (Section 1959).

Dealer and Miscellaneous Business Registrations

PennDOT will begin accepting the new fees for the following registration renewals on April 24, 2025:

Annual Dealer and Miscellaneous Motor Vehicle Business Dealer Registration: Increased from $66 to $70 (Section 1926(a)).
Motorcycle Dealer Registration: Adjusted from $33 to $35 (Section 1926(b)).
Motor-Driven Cycle and Moped Dealer Registration: Increased from $18 to $19 (Section 1926(c)).

When Will the New Fees Apply?

The updated fees will appear on renewal notices sent to customers with registration expiration dates of July 2025 or later. PennDOT will begin accepting these new fees on:

April 16, 2025: For most renewals.
May 29, 2025: For specific renewals listed above.
