PA Turnpike Commission - Unpaid Toll Suspensions
The Pennsylvania Turnpike Commission is able to request PennDOT to suspend a vehicle registration for individual spassing through tolling locations without paying the appropriate fees, when a vehicle has accumulated either:
Where reciprocal agreements with other states are in place, the Commission may ask those states to take appropriate action on the registraton of any vehicle registered in their state when that vehicle owner or registrant owes at least the minimum in unpaid tolls in Pennsylvania. Those states may request registration suspensions for Pennsylvania vehicles owing unpaid tolls and fines in their states. All payments of tolls, fees, and restoration fees (if applicable) must be made to the Pennsylvnaia Tunpike Commission only.

Registration Plate Reissuance
PennDOT is using staff and the existing network of agents and dealers that participate in the Online Registration and Online Messenger Programs to reissue olderPennsylvania registration plates that may be weathered, damaged, or unreadable. Among registration plates in circulation that date as far back as 1999, PennDOT will be replacing standard issue passenger plates that start with "D," "E," or "F" and truck plates that start with "Y." The plates will be replaced when a customer transfers a "D," "E," "F," or "Y," configured registration plate.
Starting January 21, 2018, no fee shall be charged for any registration plate issued as a part of the replacement program. All other fees (transfer fee, registration fee, titling fee, etc.) must be paid. Agent smay not charge the plate issuance fee; PennDOT will provide a weekly credit to agents for the cost of replaced registration plates processed in the previous week. Agents are not required to return the old registration plates to PennDOT.

Senate Bill 785
Act 57 (Senate Bill 785) took effect January 29, 2018. Act 57 amends Title 75 by:
- Adding the definition of a golf card.
- Exempting from registration golf carts used for the transportation of equipment for sporting, maintenance or recreational purpose while crossing certain public highways.
- Exempting from registration golf carts being used for maintenance, resort maintenance or college, university or seminary campus maintenance, as long as the golf cart will not be operated in excess of one mile and the property on both sides of the publci roadway is owned by the golf course, resort, college, university, or seminary.
- Exempting from registration any all-terrain vehicles used as emergency vehicles and operated on the highway incidentially but not in excess of 2 miles.
- Adding Chapter 77A relating to operation of golf carts on highways, designation of golf cart crossings, liability information and age restrictions.
