Driver and Vehicle Services Updates April and May 2017

Act 89 - Consumer Price Index (CPI) Fee Adjustments Affecting Renewal Notices


Act 89 provides for biennial adjustments to numerous fees based on the Consumer Price Index (CPI). Based on the CPI, effective July 1, 2017, the act amends the following sections of the Vehicle Code:
  • Section 1912 passenger vehicle registrations $37.
  • Section 1913 motor vehicle registrations as follows:
    • Class 1 $68
    • Class 2 $94, and
    • Class 3 $121.
  • Section 1914 motorcycle registrations $19.
  • Section 1920 Class 3 trailer registration $36.
  • Section 1921 special mobile equipment registrations $54.
  • Section 1922 implements of husbandry registrations $27.
  • Section 1924(b) farm vehicle certificates of exemption as follows:
    • Types A and B $25,
    • Type C $52, and
    • Type D $104.
  • Section 1925 ambulance, hearse and taxi registrations $80.
  • Section 1926 dealer registration $54
  • Section 1959(a) and (b) annual registration of Motor Vehicle Messenger Service locations as follows:
    • Main office $200 and
    • Branch office $99.
The new fees will appear on renewal notices sent to customers for the above registrations that have a current expiration date of July 2017 or later.

Fulton County Repeals Fee for Local Use Effective April 29, 2017


As a reminder, Fulton County repealed its 2015 ordinance that implemented the $5 Fee for Local Use in Fulton County. The effective date of the repeal is april 29, 2017.

PennDOT maintains a list of participating counties on the fact sheet, "Fee for Local Use - Participating Counties," available on the Driver and Vehicle Services Web site at www.dot.state.pa.us/public/dvspubsforms/BMV/BMV%20Fact%Sheets/fs-feeLocal.pdf.

Act 89 provides for biennial adjustments to numerous fees based on the Consumer Price Index. Based on the CPI, effective July 1, 2017, the act amends the following sections of the Vehicle Code:
  • Section 1926(a) annual Dealer and Miscellaneous Motor Vehicle Business Dealer registration fee $54.
  • Section 1926(b) Motorcycle Dealer registration fee $27.
  • Section 1926(c) Motor-Driven Cycle Dealer registration fee $14.
The new fees will appear on registration renewal notices sent to dealers for the above registrations that have a current expiration date of July 2017 or later.
