Driver and Vehicle Services Updates June, July, August 2016

Act 86 - 20 Year Lien Perfection and New Body Type


The body type "RECT" is to be used when the proof of owneship indicats or a customer designates a trailer as a recreational trailer. To change a body type from a trailer (TRL) to a recreational trailer (RECT), submit Form MV-41, the certificate of title and required fees.

Liens recorded for motorchomes using the body type "MTRH" or recreational trailers using the body type "RECT" will have a 20-year expiration date.

Fee Adjustments as a Result of Act 89


Act 89 adjustments to registration fees effective July 1, 2016:

Section 1916 adjusts the registration fee for trucks and truck tractors for Class 1 through Class 26. NOTE:  As a result of this adjustment, fees for farm vehicles, commercial implements of husbandry and farm equipment dealer registrations are also affected since these fees are based on fees in Section 1916.

Section 1917 adjusts the registration fee for motor business and limousines as follows:
  • Seating capacity is less than 27 - from $11 per seat to $12 per seat.
  • Seating capacity is more than 26 but less than 52 - from $285 plus $14 for each seat beyond 26 to $310.50 plus $15 for each seat beyond 26.
  • Seating capacity is more than 51 - from $660 to $720.
Section 1918 adjusts the registration fe for school business and school vehicles from $30 to $33.

Act 89 Fee for Local Use - Participating County


The following county has passed an ordinance to implement the $5 fee that affects October 2016 registration renewal notices:

York County - Effective October 1, 2016.

Act 32 - Autocycle


Act 32, which becomes law on July 26, distinguishes a new type of motorcycle by adding a definition for an Autocycle. The Act further changes the operator's licensing requirement for an Autocycle.

An Autocycle is a three-wheeled motorcycle that has a steering wheel and does not require the operator to straddle or sit astride. These vehicles typically have bucket seats, seat belts, a steering wheel and gas and brake pedals similar to a car. The Autocycle is titled and registered as a motorcycle. Under the Act, the operator of a Autocycle only needs a driver's license (Class C), not a motorcycle license (Class M). All other motorcycle laws and regulations apply.

Act 36 - Share the Road Registration Plate


Effective August 8, 2016, Act 36 authorizes a new "Share the Road" special fund registration plate. All proceeds from the sale of this registration plate fund PennDOT's bicycle and pedestrian safety efforts, as well as highway infrastructure signage for bicyclists.

Applicants should complete Form MV-917 - Application for Share the Road Registration Plate. The plate costs $40 and may be personalized for an additional $100.
