Bulletin No. 15-9, September 2015

Charter Bus Registration

Effective on January 1, 2016, all charter buses operating interstate will be required to either obtain apportioned registration (apportioned plates) or keep the bus plate and purchase trip permits for interstate travel.

The changes in the charter bus requirements are not intended to affect school bus or other non-profit orgtanization vehicles with bus plates. However, if the bus is used in charter operations any time during the registration period, the bus would be subject to either apportioned registration or trip permit requirements.

Honoring Our Veterans

Act 17 of 2015 provided for the issuance of a new "Honoring Our Veterans" motorcycle special fund registration plate effective October 6, 2015.

This plate may only be used on a motorcycle. The fee is $35 with $15 going to the Veterans' Trust Fund. To personalize the registration plate, an additional fee of $100 is required.

Applicants may apply by completing Form MV-914-Application for Honoring Our Veterans Special Fund Registration Plate.

Act 89 - Fee for Local Use - Participating County

Allegheny County passed an ordinance to implement the $5 Fee for Local Use for each vehicle registered in the county. Effective January 1, 2016, registration renewals with a January 2016 or later expiration date will include the $5 fee with the registration renewal fee.

This bulletin covers the following topics:
  • Executive Order 2015-1 - Gifts and Favors - Prohibits Commonwealth employees, appointees or officials from accepting any gifts or favors regardless of the types or value.
  • Vehicle Fuel Type Now Printed on Pennsylvania Certificates of Title - PennDOT now printes the vehicle fuel type on the Pennsylvania Certificate of Title. Previously issued certificates of title are valid and do not need to be replaced.
  • New Form MV-753 - Authorization for Release of Motor Vehicle/Drive Record Information - This form consolidates and replaces Form MV-161 - Vehicle Inquiry Access Authorizaton and Form DL-6114A -Authorization for Release of Driver Record Information. Form MV-161 and Form DL-6114A are now obsolete and should not be used.
  • Obscuring Registration Plates - Vehicle Code Section 1332(b)(3) Vehicle Code states, "It is unlawful to display on any vehicle a registration plate which is otherwise illegible at a reasonable distance or is obscured in any manner." Dealers must ensure that any promotional registration plate holders they affix to vehicles do not violate Section 1332(b)(3).
