General Information

Out-of-State Title Procedures for “And/Or” or Just “Or” Reminder — This bulletin provides a chart that explains PennDOT’s procedure for handling out-of-state titles when “and/or” or “or” appears on the ownership document.

Incomplete Paperwork — All information requested on motor vehicle applications must be completed prior to submission. Examples of information PennDOT finds consistently missing from applications are listed.

Form MV-1, “Application for Certificate of Title” — The current edition date is 12-16. Any edition older than 12-16 is obsolete.

Reminder: Act 89 – Fee For Local Use – Participating Counties

Butler County passed an ordinance to implement the $5 fee. The fee was effective Nov. 1, 2018. Agents must confirm whether a customer’s county of residence is listed on the Fee for Local Use fact sheet and, if so, enter the $5 county fee in the appropriate section of the form.

General Information

Electronic Apportioned Credentials — Effective January 1, 2019, law enforcement from all US and Canadian International Registration Plan (IRP) member jurisdictions will accept electronic images of apportioned registration cards (also known as cab cards). Section 1311(a) of the Pennsylvania Vehicle Code requires the registration document to be signed by the Pennsylvania apportioned registrant. This means that although PennDOT may email an apportioned registration credential electronically, the motor carrier operator must still print and sign the credential; if they choose, effective January 1, 2019, they may upload the signed registration credential to their electronic device or maintain it as a paper credential.

Temporary Authority (TA) Agents Temporary Evidence of Apportioned Registration (TEAR) and Renewals — Agents who can perform online title transactions should be processing applications associated with apportioned and fleet registrations, and validating the vehicle record when issuing Temporary Evidence of Apportioned Registration (TEAR). All TA agents are required to be under an agent contract and shall meet online agent requirements by 2020. TA agents should update the renewal form E-mailed from PennDOT and return the form with the renewal fee by the specified date.

Form MV-141, “Surrender of a Registration Plate”

Form MV-141 was changed into a full sheet, adding Section C for Decentralized Service or Full Agent information, Section D for Law Enforcement/PennDOT Locations and Section E for Registration Plate Owners to complete information for surrendering a registration plate. Not all sections of the form will be completed; however, if any required section of this form is not completed in full and signed by the appropriate individual completing the form, the form will be rejected back to the applicant to update the appropriate information. The edition date is 4-18.
