Central Registration Plate Reissuance Memo

PennDOT has released a memo regarding the reissuance of old registration plates. Read the memo below: 

In an effort to begin replacing the oldest registration plates in use, the Department began a reissuance process in January 2018.  This process uses PennDOT staff and the existing network of agents and dealers to replace registration plates beginning with D, E, F, or Y during a transfer of the registration plate to a new vehicle.
    
PennDOT is now expanding the general reissuance program to include the “G” and “H” series passenger plates. These plate series were manufactured over ten years ago and many are showing their age. Effective April 17, 2023, PennDOT is adding passenger plates from the series ‘G’ and ‘H’ to the general registration plate reissuance.
  
Additionally, a new general reissuance will begin with the central replacement of all standard issue plate configurations beginning with ‘D’.  Beginning with the oldest manufactured plates, customers who have plates beginning with this configuration will receive a letter informing them that their registration plate will be replaced.  Customers will receive the letter approximately 2 – 3 weeks before their new plate is received.  The Department expects it will take approximately 1 year to complete this process.  Upon receipt of the new plate, customers should attach it to their vehicle immediately as their old plate configuration will be made dead in PennDOT’s system. To facilitate this new reissuance effort, the ‘D’ series plates are no longer eligible for replacement at the time of transfer. This change will also be effective April 17, 2023. 
 
Dealers should consider processing times when performing a transaction with a registration transfer involving a ‘D’ series plate. If sending the transaction to the department, please assume a ‘D’ series plate will be transferred if the Department receives the transaction by March 27 or later. Online agents must consider their own internal processing time when determining whether to replace or transfer a ‘D’ series plate. If a ‘D’ series plate is replaced in error after the date above, the $11 registration plate replacement fee will be required to process the transaction and the agent/dealer will not be reimbursed for the plate.
