PennDOT Memo on the Driver’s License Data Verification (DLDV) system

PennDOT has released a memo updating agents involved in the Driver’s License Data Verification (DLDV) system. Here is that memo: 

As you are aware, all agents involved with title and registration transactions have been required to use the Driver’s License Data Verification (DLDV) system and process regardless of online status. Business partners were able to use the verification of identity system starting in early 2022 with all business partners being required to use the electronic verification system starting on November 30, 2022.  

While the system performed well from implementation through February 2023, we were made aware of an increase in intermittent outages starting in early March.  Because we understand the impact to both our titling agent partners and their customers, PennDOT immediately began working with our internal Office of Administration (OA) IT professionals and the American Association of Motor Vehicle Administrators (AAMVA), the operator of the DLDV system, to identify the cause and the corrective action needed.   

On March 22, 2023, OA IT and AAMVA agreed on an over-night corrective action they felt would be impactful in the effectiveness of the DLDV system and significantly reduce the intermittent outages.  Additionally, we asked each integrator to prepare their systems to temporarily suspend the DLDV requirement if the corrective action was not effective.  

Unfortunately, the corrective action did not help, and in fact, caused more issues.  Therefore, effective immediately PennDOT has informed each integrator to take the steps needed to temporarily turn off the DLDV requirement in their system as soon as possible.  

OA IT and AAMVA have implemented an additional fix which we believe has addressed the issue, but before reinstating the program PennDOT wants to do additional testing to ensure a successful resolution to the problem.    

After an integrator has removed the DLDV requirement, those effected titling agents are to revert to the identification processing requirement in place prior to the implementation of DLDV.  Until your integrator has removed this requirement in the system, you must still complete the DLDV check for each transaction.  

This change will be in effect until the DLDV system issues are corrected.  At that point, each integrator will turn the DLDV requirement on in their systems and all agents will again be required to complete the DLDV check for processes that require identification verification.  

PennDOT, OA IT and AAMVA continue to work on identifying the root cause of the system issues and the necessary corrective actions.  PennDOT will keep everyone informed of our progress and will update when a solution is in place.  

PennDOT appreciates everyone’s cooperation and understanding as we work through this system issue.  We understand that this has been a difficult situation for many agents and their customers.   

Please note, that while we are currently experiencing these system issues, the DLDV process had already displayed significant success in that we have confirmed and stopped 40 fraudulent driver licenses from being used to title and register a vehicle.  This is a significant impact to the motoring public and demonstrates the effectiveness of the DLDV system and the importance of this electronic verification assistance that helps mitigate fraud associated with the titling and registration of vehicles, as well as help mitigate the potential for insurance fraud. 

Again, PennDOT would like to thank everyone for their patience as we work through the transition to this new modernized system for motor vehicle titling and registration transactions.
