Act 89 of 2013 – Consumer Price Index (CPI) Fee Adjustments Affecting Renewal Notices

Act 89 of 2013, signed into law on November 25, 2013, represents a significant investment in Pennsylvania’s infrastructure and future. This legislation ensures increased public safety, drives commerce, creates jobs, and provides sustainable funding for transportation needs without burdening future generations. A key component of Act 89 is the biennial adjustment of fees based on the Consumer Price Index (CPI).

Based on the 2025 CPI, the following fee adjustments will take effect on July 1, 2025. These changes amend various sections of Pennsylvania’s Vehicle Code under Title 75.

Key Fee Adjustments

Registration and Title Fees
• Transfer of Registration (Section 1927): Adjusts from $10 to $11
• Replacement Registration Plates (Section 1929): Adjusts from $13 to $14
• Pennsylvania Certificates of Title (Section 1952(a)): Adjusts from $67 to $72
• Recording a Lien (Section 1953): Adjusts from $33 to $36

Inspection and Restoration Fees
• Annual Inspection Stickers (Section 1958(a)): Adjusts from $11 to $12
• Semi-Annual Inspection Stickers (Section 1958(a)): Adjusts from $9 to $10
• Restoration Fees for Motor Vehicle Registration Suspensions (Section 1960):
• Violations related to Sections 1379 or 1786: Adjusts from $112 to $119
• Out-of-Service Orders: Adjusts from $90 to $96

Special Registration Plate Fees
• Vertical Motorcycle Plates (Section 1332(a.1)(3)): Adjusts from $26 to $28
• Vintage Plates (Section 1340(a.1)): Adjusts from $96 to $102
• Historic Military Vehicle Plates (Section 1340(a.2)): Adjusts from $93 to $99
• Personalized Special Plates (Section 1341.1(b)(1)): Adjusts from $128 to $136
• Medal of Honor Plates (Section 1345): Adjusts from $13 to $14
• Purple Heart Plates (Section 1346): Adjusts from $13 to $14

Military and Veteran Plates
The fees for the following special military registration plates adjust from $26 to $28:
• Pearl Harbor Survivor (Section 1348)
• Korean War Veteran (Section 1350)
• Vietnam War Veteran (Section 1360)
• Operation Iraqi Freedom (Section 1362)
• Blue Star Family (Section 1366.2)
• Bronze Star (Section 1367)
• And many more

Additional Fee Adjustments

• Temporary Registration Plates (Section 1928): Adjusts from $19 to $20
• Legislative Registration Plates (Section 1930): Adjusts from $97 to $103
• Special Organizational Plates (Section 1931(b)): Adjusts from $32 to $34
• Street Rod Plates (Section 1931.1): Adjusts from $65 to $69
