How Well Do You Know Your PennDOT Contract?
Have you read the contract you signed with the Pennsylvania Department of Transportation (PennDOT) to become a full agent? Are you aware of your duties and responsibilities as a state-approved service provider? Read the statements below to test your knowledge of the contract you signed.
1. As a full agent, I must responsibly offer agent services to consumers in a customer friendly manner.
True. Upon submission and full execution of this Agreement, the Department will issue Provider with a Certificate of Authorization; and Products designated by the Department as necessary to allow Provider to responsibly offer agent services to consumers in the Commonwealth, in a customer friendly manner, and in strict compliance with the terms and conditions of this Agreement and the Program Requirements.
2. I can give any extra, blank MV-1s, MV-4STs or MV-120s to another full agent, provided I keep enough of the forms on hand to serve my customers.
False. An agent who has "given, loaned or sold a plate or product including forms MV-1, MV-4ST and MV-120 to an issuing Provider, notary or other person" will have his or her Certificate of Authorization suspended for three months for the first offense.
3. I canno issue a metal registration plate to an out-of-state resident for transporting a vehicle out of state.
True. An agent who issues a metal plate instead of an in-transit plate will have his or her Certificatie of Authorization suspended for one month on the first violation, suspended for three months on a second violation, and revoked on a third violation.
4. I cannot accept a driver's license camera card as proof of identification.
True. Accepting proof of identification documents which do not conform to Department guidelines is sufficient grounds for revocation of the Certificate of Authorization.
5. Every full agent must be a notary or have a notary available during business hours.
True. There is only one exception. An agent who is licensed as a vehicle dealer by the State Board of Vehicle Manufacturers, Dealers and Salespersons with an 85, 86 or 87 Dealer ID Number (DIN) may choose to verify signatures in lieu of notarization. If verification in lieu of notarization is used, the agent must submit a written statement that this process will be used and provide an impression of the stamp showing the agent's dealer name and dealer ID number.
6. Everything I am required to know as a full agent is in the contract I signed.
False. PennDOT policies and procedures described on the Web site, in Driver and Vehicle Services Update Bulletins, in the Agent Services Basic Title and Registration Course and in the Advanced Refresher Training Manual are incorporated by reference as though attached as a material part of the contract. These documents may be amended from time to time.
