Verifying Signatures in Lieu of Notarization on Motor Vehicle Forms

Pennsylvania's Vehicle Code allows issuing agents who are dealers licensed by the State Board of Vehicle Manufacturers, Dealers and Salespersons and who have 85, 86, or 87 Dealer Identification Numbers (DINs) or the dealer's employees to verify signatures in lieu of notarization. With the passage of Act 50 of 2005, any wholesale vehicle auction licensed by the State Board of Vehicle manufacturers, Dealers and Salespersons and the auction's employees may also verify a person's signature in lieu of notarization. Signature verification is permitted only on documents and forms required to apply for a certificate of title.

The issuing agent/dealer or vehicle auction or its employee is required to verify an individual's identity by using an acceptable proof of ID as listed on PennDOT"s fact sheet, "Acceptable Proof of Identificatgion Documents for Completing Motor Vehicle Forms." A copy of the ID must be kept on file for three years from the date of the verification. The individual then signs the motor vehicle form.

The following information must be placed neatly and legibly in the space provided for notarization on the form:
  • The date of the verification. This may be written in the space that reads, "Subscribed and sworn to before me."
  • The handwritten signature of the issuing agent/dealer or vehicle auction or its employee.
  • The printed name of the issuing agent/dealer or vehicle auction or its employee.
  • The name of the dealership or vehicle auction.
  • The issuing agent/dealer's or vehicle auction's DIN.
The signature must be handwritten; however, the last three items mayb e placed using a rubber stamp designed and manufactured for that purpose.
