REAL ID Pre-Verification Phase 2
Customers who received their first learner’s permit, driver’s license or photo ID BEFORE September 2003 may pre-verify for a REAL ID by bringing the required documents to any PennDOT Driver License Center.

ACT 31
Vehicle Code Section 4921(a), width of vehicles. Section 4921(a) has been amended to allow for the total outside width of a vehicle, including any load, to be a maximum of eight feet six inches. Additionally, this amendment removes Sections 4921(c), (c.1), (c.2), (c.3) and (d) relating to buses, motor homes or recreational trailers, utility trailers, trucks other than combinations and non-divisible loads. This amendment took effect December 10, 2018.

Amendments to the Vehicle Code
HB 783 (Act 81) – Manufactured Home Tax Certification Requirements – Eliminates the requirement for a tax status certification for mobile/manufactured homes that were not previously titled in the Commonwealth immediately preceding the transfer of ownership of the mobile/manufactured home. This amendment also revised the information necessary to be listed on the tax status certification statement. Form MV-16T – Self-Certification of Exemption from Tax Status Certificate When Transferring Ownership of a Mobile Home or Manufactured Home has been revised to include mobile/manufactured homes not previously titled in the Commonwealth. The new revision date is 12/18.
HB 1414 (Act 83) – Emergency Vehicles and Lighting – Amended the definition of “emergency vehicle,” added a definition for “solid waste collection vehicle,” and addressed the acceptable use of emergency/flashing lights on vehicles used for emergency response.
SB 172 (Act 86) – Automated Speed Enforcement Pilot for Work Zones – Added definitions for “automated speed enforcement system” and “automated speed enforcement work area” to the Vehicle Code Section 102.

Electronic Apportioned Credentials
Effective January 1, motor carriers are permitted to store apportioned registration cards in an electronic format. Motor carriers may upload an electronic copy of the signed paper registration credential to their electronic device or continue to use the paper credential.

Theft Vehicles
Act 74 of 2018 amends the Vehicle Code Section 1164 to change the branding requirements for recovered theft vehicles. This amendment was effective December 26, 2018.

Notarization Requirements
A reminder of the notarization requirements for assignments on certificates of title or salvage certificates, when the purchaser is immediately applying for a PA Certificate of Salvage or a PA Non-Repairable Certificate.

REMINDER: ACT 89 – Fee for Local Use - Participating Counties
Luzerne County passed an ordinance to implement the $5 fee. The fee was effective Jan. 18, 2019. Agents must confirm whether a customer’s county of residence is listed on the Fee for Local Use fact sheet and, if so, enter the $5 county fee in the appropriate section of the form.
