Reminder Act 89 - Fee for Local Use - Montgomery County Fee Effective January 1, 2017, for Initial Registrations


Montgomery County passed an ordinance to implement the $5 fee. The Montgomery County ordinance was effective January 1, 2017.

Berks County has passed an ordinance to implement the $5 fee that affects March 2017 registration renewal notices. The Berks County fee is effective March 1, 2017.

In-Transit Registration Plate Expiration and Removal of Safety Inspector Recertification Exemption


Effective January 3, 2017, Section 1310 of the Vehicle Code now allows temporary in-transit registration plates and cards to be valid for 60 days from the date of issuance. Also, Section 4702.1(b), which currently exempts pre-1983 certified safety inspection mechanics from the recertification process, is removed. All safety inspectors will be required to particpate in the safety inspection recertification process and take a safety inspector recertification exam prior to expiration of their credentials.

Reminder: Act 89 provided for the elimination of vehicle registration stickers and the two-year registration renewal effective December 31, 2016. PennDOT Web Site Online Registration Renewal Change - Customers Print Permanent Registration Credential Reminder


Effective December 31, 2016, PennDOT will no longer mail a registration card for registrations that were renewed online through the Web site.

Updated Pennsylvania Registration Plate


PennDOT announces the issuance of the updated Pennsylvania registration plate. The updated plate design continues to reflect the "Family of Plates" color scheme of blue, white and yellow. The indent in the upper left-hand corner was removed and replaced with an outline of the Commonwealth of Pennsylvania. The old style registration plates are still valid and will remain in use. There is no need for registrants to replace their current registraton plate with the updated design. The updated design will be noticed first on personalized and special organization registraton plates. Starting in the summer of 2017, the updated design will be seen on the standard-issue registration plates as the old-style plate inventory is depleted.

Beaver County has passed an ordinance to implement the $5 fee that affects April 2017 registration renewal notices. The Beaver County fee is effective April 1, 2017.

Fulton County Repeals Fee for Local Use Effective April 29, 2017


On December 13, 2016, Fulton County repealed its 2015 ordinance that implemented the $5 Fee for Local Use in Fulton County. The effective date of the repeal is April 29, 2017.

It is important to note, since the expriation date of the repeal is April 29, 2017, any registrations with an expiration date up to and including March 2017 must pay the $5 fee for Fulton County even if the renewal is processed after the repeal date. In addition, any initial issuance of registration issued to customers up to and including April 29, 2017 must also include the $5 fee for Fulton County.

Registration Refund for a Motor Carrier Vehicle and Removal of Semi-Annual Inspection Requirement for Carrier Vehicles



Effective February 2, 2017, Section 1916 of the Vehicle Code was amended to add two paragraphs: (3) "A registration fee for a motor carrier vehicle in excess of 17,000 pounds shall be refunded if the vehicle is stolen or demolished and the vehicle has a non-repairable certificate or certificate of salvage. The refund shall be prorated based on the number of months the vehicle was operationsal" and (4) "In the case of apportioned registrations, only the fees paid for the commonwealth portion of the fees shall be eligible for a refund."

Also, Section 4702 (B)(7) was deleted to no longer require a semi-annual safety inspection for motor carrier vehicles with a registered gross weight in excess of 17,000 pounds.

New Military Registration Plates


PennDOT announced five new military license plates for members of the U.S. Armed Forces. Each plate displays a service-approved image (Air Force, Army, Coast Guard, Navy or Marine Corps) and may only be used on passenger vehicles and trucks with a registered gross weight of not more than 14,000 pounds. Form MV-150AD - Application for Members of U.S. Military Registration Plate requires the service member to self-certify their status as a member of the U.S. Armed Forces. The fee is $20.
