Messengers, Dealers, Agents Work in Yellow Phase Counties

PennDOT sent Driver and Vehicle Services Update Bulletin 20-11 to all business partners. Read the bulletin here:

As you are aware, the Pennsylvania Department of Transportation (PennDOT) has implemented operational changes in response to Governor Wolf’s mitigation guidance regarding COVID-19. This includes operational changes at the Harrisburg Riverfront Office Center (ROC) location, which remains closed to business partner access at this time. Due to COVID-19 mitigation efforts, there is no access to the ROC building for messengers, dealer and agents.

PennDOT is supporting business partners that have opened up business in counties identified in the yellow phase. For business partners in yellow phase counties, who need to submit their paperwork to the ROC location for PennDOT processing, please see the below mailing instructions.

Messengers should mail their motor vehicle and driver licenses applications to the following address:

As always, please stamp all applications with your messenger number along with the submittal date. Applications are to be mailed to the department within 5 days from the completion date. At this time, the products will be mailed directly to the customer as there is no counter service or pick up service available for messengers.

Authorized agents, including dealers, should continue to mail motor vehicle applications to the department as normal using the address located in the upper right-hand corner of the application. Applications are to be mailed to the department within 20 days from the completion date. At this time, there is no counter service for dealers.

Dealers applying for a dealer certificate of title, should continue to mail their application to the department using the following address:

As a reminder, PennDOT introduced its Dealer Agent Services (DAS) system in February of 2019. The DAS system allows both PennDOT and business partners to operate in a streamlined, efficient, and cost-effective manner. Under the modernized DAS system, dealers and agents can:

  • Update their business name, personnel, insurance & bond information,
  • Renew their dealer registration plates,
  • Order additional and/or replacement dealer registration plates,
  • Update the acquisition of vehicles (Form MV-27A/MV-27B), and
  • Request to become an authorized agent (if they do not currently hold an Agent Services Contract).

The system allows Business Partners to print their registration products on demand through DAS. Additionally, PennDOT will continue to make enhancements to the DAS system for added convenience. Please share this information with the appropriate members of your staff.
