Driver and Vehicle Services Updates February and March 2018

Bulletin No. 18-04 February 2018

General Information:
  • Purchase date vs. processed date - The purchase date entered on Form MV-1 must be the date on which the vehicle was purchased, regardless of when the paperwork was processed. The only time the purchase and process dates are the same is when the work was processed on the same day the vehicle was purchased.
  • Stubmitting power of attorney forms - If the principal is physically unable to make a signature, a power of attorney may be signed by mark in the presence of a notary. Two witnesses, who also must sign in the notary's presence, are required. Types of POAs include secure, general, and third-party POAs.
  • Proof of ownership - Agents must have a completed proof of ownership prior to processing a transaction online or submitting the application to PennDOT for processing. the paperwork must be submitted within 20 days of the application (within 5 days if the agent is also a messenger service).
  • REAL ID - The Department of Homeland Security granted Pennsylvania a REAL ID enforcement extension through Oct. 10, 2018.
  • Form MV-120 - Temporary Registration Plate or Temporary Registration Card - This form has been revised. The new revision date is 1-18. The revised form will be available whenthe current stock of forms is depleted.

Reminder: Act 89 - Fee for Local Use - Participating Counties


The following counties have passed an ordinance to implement the $5 fee that affects March 2018 registration renewal notices:
  • Union County - Effective March 1, 2018
PennDOT maintains a list of participating counties on the fact sheet, "Fee for Local Use - Participating Counties," available on the Driver and Vehicle Services Web site.

New Pennsylvania National Guard Registration Plate


The new plate may be used only on passenger vehicles and trucks with a registered gross weight of not more than 14,000 pounds. Form MV-150AD - Application for Members of U.S. Military Registraton Plate requires the applicant to self-certify his or her status as a member of the Pennsylvania National Guard. The fee is $21.
