Act 89 - Fee for Local Use - Participating County


The following county has passed an ordinance to implement the $5 fee that affects May 2016 registration renewal notices for Dauphin County, which is effective May 1, 2016.

Act 89 - Fee for Local Use - Participating Counties

The following counties passed an ordinance to implement the $5 fee:
  • Buck County - Effective April 1, 2016
  • Westmoreland County - Effective April 1, 2016
  • Philadelphia County - Effective April 11, 2016
  • Chester County - Effective June 1, 2016
  • Greene County - Effective June 30, 2016
  • Cambria County - Effective July 1, 2016
A Fact Sheet listing all participating counties is available on PennDOT's Web site: www.dot.state.pa.us/public/dvspubsforms/BMV/BMV%20Sheets/fsfeeLocal.pdf.

Agents must check the Fact Sheet each time they complete Forms MV-1, MV-4ST, MV-120, or MV-140 for a customer requesting issuance or renewal of registration for any vehicle. If the customer's county of residence is participating in the "Fee for Local Use," the agent must enter the $5 county fee in the appropriate section of the form.

Fee Adjustments as a Result of Act 89


Adjustments to registration fees effective July 1, 2016:
  • Registration fee for trucks and truck tractors for Class 1 through Class 25.
NOTE:  Farm vehicles, commercial implements of husbandry and farm equipment dealer registrations are also affected since these fees are based on fees for trucks and truck tractors.
  • Registration fee for motor buses and limousines.
  • Registration fee for school buses and school vehicles.
PennDOT began accepting the new fees on April 16, 2016 for registration renewals listed above that expire July 2016 or later.
